Introduction
<br />Thi; document is the dzcision package prepared by thz Colorado Division of iblinerals and Geolow (the
<br />Division) for the Foidel Creek dine (C-32-0~6). This document includes. l) the prapo;<~ ~cci;ion to approve
<br />the permit revision No. ~ application; 2) a summary which includes a history of the review of the permit
<br />application, a description of the environment affected by the operation and a description of the mining and
<br />reclamation plan; and 3) the written findings of compliance the Division has made as required by [he Colorado
<br />Surface Coal Ivtining Reclamation Act. Detailed information concerning the findings of compliance can be
<br />found in [he Regulations of the Colorado Mined Land Reclamation Board for Coal [vlining.
<br />The Division received an application for a permit revision to conduct surface coal mining and reclamation
<br />operations at the Foidel Creek [vtine. A complete application was submitted by Twenrymile Coal Company on
<br />November 29, 1999. The permit revision application proposes to expand the five year mine plan to include the
<br />Northern Mining District. The applicant is not proposing any new surface disturbance with this revision. The
<br />proposed mine plan expansion is located within the approved permit area.
<br />The Mine will be operated by Twenrymile Coal Company. The mine is located on Federal, state and private
<br />lands within Routt County, Colorado. The legal description of the lands included within the permit area is:
