Twentymile Coal Compan}'will scale loose rock from the slope above Routt County Road No. 33 prior to <br />underminim~, and will place temporary concrete barrizrs or chain link meshing alone the nonh side of Routt <br />Count: Rcad Rio. 3~. ro ensure that rockfa!I will net reach the road. <br />Southern Pacific Railroad <br />When daily monitorine indicates that the track is damaged or the grade has changed, a slow spied restriction <br />will be instituted. Re-leveling and repair of the track occurred in accordance with mitigation plans required by <br />Southern Pacific Railroad. <br />Foidel Creek <br />No specific subsidence control plan is proposed for Foidel. Recommendations presented in Exhibit 7i, <br />Subsidence Effects on Streams, call for channel morphology to be evaluated if headcutting or incising of the <br />channel occur for more than 400 feet from the point of origin of the headcut. Any proposed mitigation would <br />be based on the results of this evaluation. <br />Fish Creek <br />Twentymile Coal Company proposes to undermine and subside Fish Creek and its associated alluvial valley <br />floor. Further discussion of subsidence of [he Fish Creek and its AVF is discussed in Section XVIII Operations <br />on Alluvial Valley Floors found on page 27. <br />Fish Creek Cabin <br />An archaeological survey was conducted by consultants for Twentymile Coal Company in June, 2000. This <br />survey was prepared in conjunction with the PR-OS application. This survey documented the existence of an <br />historic cabin and corral in the SW '/e of the SW '/a of the SE '/. of Section 16, TSN, R86W. This cabin is <br />situated on property owned by Twentymile Coal Company, and is not inhabited. Twentymile Coal Company is <br />not required to monitor this structure for damage from underground mine subsidence. <br />Twentymile Coal Company and Ashley Impoundments <br />Three earthen impoundments will be undermined and subsided in TSN, R86W section I5. Twentymile Coal <br />Company will survey the structures prior to undermining and after subsidence and repair any damage caused by <br />undermining to the tvvo impoundments owned by the Ashleys. The third impoundment is owned by <br />Twentymile Coal Company. <br />Ashley Ditch <br />The Ashley ditch traverses portions of panels l2 Right, l3 Right, and I4 Right. Twentymile Coal Company <br />will regrade or selectively place culverts in segments of the ditch to re-establish flow in [he ditch. <br />The applicant has proposed a subsidence control plan in accordance with Rule 2.05.6(6) and has committed <br />[o adopt all measures in order [o reduce [he likelihood of subsidence, prevent material damage, or mitigate <br />the effects. A detailed description of the monitoring program for each structure within the Eastern Mining <br />District begins on page 2.0~-182 of the permit application. The results of the monitoring program will be <br />submitted to the Division semi-annually. Exhibit 34 of the permit outlines the requirements for the <br />subsidence report.
