As you know,. the Jumbo Mountain panels
contained thick rock partings, and mining of these panels generated several hundred thousand
tons of high ash coal. As mining is now complete in these panels, MCC would "recycle" high ash
material from the LRP. Depending on (future) customer specifications, the material could be
processed (e.g., crushed and/or screened andlor washed, etc.) utiliring new• facilities that would
be installed on or nearby the LRP or utilizing existing facilities by loading the material into trucks
for transport to the run-of--mine stack pad to re-feed into the coal handling system. The
product(s) would be shipped by truck or by rail and the resulting coal refuse, if any, returned to
the LRP or RPE. In the case that existing processing and/or coal handling facilities were utilized,
MCC does not believe that a revision would be needed, as MCC would not be proposing to
change any of the processes, facilities, or designs currently in the approved permit. Please
consider this proposal and inform MCC of the Division's concerns or permitting requirements.

Please contact me should you have questions.
Sincerely,
~~~~~
Kathleen G.
