As we have discussed previously, I recommend approval of <br />the requested specification change. The Division's inspections should <br />focus on a determination that none of the damaged geotextile is utilized <br />in construction of leach pad facilities. <br />Gradation Specification for the Soil Liner Fill <br />In a FAX received by the Division on July 22, 1994, the operator <br />requests a change in the soil liner gradation specification. The <br />specification change would allow placement of up to 10 percent by dry <br />weight of materials between 3/4 inch and 2 inch size, and would allow <br />up to 35 percent by dry weight of materials over 3/s inch size. As we <br />have discussed previously, I recommend approval of the requested <br />specification change. At the Division's behest, the operator has <br />decided not to request a specification change that would allow placement <br />of up to 3 inch rocks, and since the soil liner fill will only be <br />screened to 3 inch maximum size, the contractor will have to remove by <br />hand any rocks between 2 and 3 inches in size. The Division's <br />inspections should focus on a determination that there are no rocks <br />larger than 2 inches within accepted soil liner fill. <br />In response to a point you raised earlier this week, the previously <br />approved gradation specification, as well as the current request for a <br />gradation specification change, both allow placement of soil liner with <br />up to 50 percent gravel by dry weight, gravel being defined as particles <br />larger than 4.76 mm. EPA suggests a maximum of l0 percent gravel in <br />soil liners would be conservative, however, larger amounts of gravel may <br />
