We have asked <br />several times how the amount of $18,500 was calculated, and Mr. Routten <br />told us that Ms. Begej arrived at that amount with no records remaining <br />that explain how she actually miscalculated. We would like to point out <br />that the first design work that we are aware is dated July 7, 1993, <br />which is long after Harrison Western was released. How could the <br />$18,500 amount be estimated without a design? <br />We also have stated that we believe the Division should be liable for <br />the costs of the Harrison Western liability in excess of the $18,500; we <br />do not think that the GEC bond money should be used for this work. This <br />statement applies to either the original design or the new alternate <br />design, In the event that the Division decides to revert to the <br />original design, it is important to note that the original design is <br />flawed by utilizing 2.6 in. rain for a 10 year 24 hour event and using <br />that event instead of a 100 year event for a permanent structure. Mr. <br />Berry has been emphatic that the 100 year event must be used for such <br />designs. <br />Finally, we have not had a reply to our question dated Nov, 16, 1993: is <br />a licensed PE required for design of permanent water diversion <br />structures in Colorado? <br />Sincerely, <br />(/" <br />W.D.
