CO. 80203 <br />Dear Maggie <br />On Monday April 10, 1995, I had conversation with Mr. Preston Meese regarding <br />the GEC/East Pit Coal Reclamation Project. Mr. Meese feels that the retainage <br />should be placed in an interest bearing account until our differences can be <br />resolved. To pursue this matter further, I asked Mr. Meese to put this in writing <br />and send it to me. He did this and immediately faxed a copy, which is attached. It <br />would seem that Mr. Meese feels that if his claim against the State is found in his <br />favor he should be justified in being compensated for the cost of monies during the <br />period of time in which this matter was in dispute. Please investigate his request <br />and prepare a response as to the position that DONR intends to take on this matter. <br />erely <br />Dennis L.
