As such, and in
accordance with the Division's previous adequacy letters, the amount of
required bond for the Gold Hill Mill permit will have to include a cost
to demolish the mill and reclaim the building site. In order that the
Division can estimate the cost of demolition and removal of the building,
please provide the following information:
1. Basic outside building dimensions (length,
composition (steel, concrete, masonry, wood,
2. The thickness (and height if appropriate) of
foundations, curb/stem/retaining walls, and
Information on concrete must include the
reinforcing steel used.
width, height) and
etc.).
all concrete floors,
equipment pedestals.
type and extent of
Due to the potential large expense to the State for removing all
remaining hazardous materials (tailings, industrial chemicals, PCB
contaminated electrical equipment, friable asbestos, etc.) from the
mill building in the event of a bond forfeiture, it is essential
that sufficient detailed data be provided regarding specific types
and quantities of hazardous materials that may be on site at any
time. It is the Division's understanding that there is currently
tailing in the mill in the thickener tank and elsewhere.
The Division will be utilizing unit costs from MEANS Building Construction
Cost Data to estimate mill building removal costs
In a separate matter, the Division has received several reports that the
berm under construction on the tailing dam crest is being installed using
topsoil as structural fill. This was discussed with Mr. Richard Fox,
consultant to COM, Inc., and he assured the Division that topsoil was not,
