• On October 6, 1982, the cooperative agreement between the Department of <br />the Interior and the State of Colorado for the regulation of surface coal <br />mining and reclamation operations on Federal lands became: effective. I <br />have advised the State that certain provisions of the cooperative <br />agreement should not be implemented for mine plans and permit <br />applications approaching the final decision until an appropriate <br />transition can be effected. On that basis, I have made the Findings <br />required by 30 CFR 741.21 and recommend that a Federal peermit be issued. <br />The information in the permit application and MRP, as well as other <br />information documented in the recommendation package and made available <br />to the applicant, has been reviewed by Colorado ;tined Land Reclamation <br />Division staff in coordination with the OSM Project Lead fa r. Other <br />information included: (1975) U.S. Department of Agriculture, Rural <br />Electrification Administration (USDA-REA); Final Environrental Statement, <br />Yampa Project; (1977) Bureau of Land Management (BLM), Final <br />Environmental Statement; Northwest Colorado Coal and Supplement to (1979) <br />Northwest Colorado Coal, and the Report by Kaman, Tempo (Bishop, et al., <br />1982); Cumulative Hydrologic Assessment; Effects of Coal Mining on the <br />Yampa River Basin, Moffat and Routt Counties, Colorado. <br />• <br />• <br />
