Recommendation <br />I recommend approval with stipulations of the Trapper Mining, Inc.'s <br />Trapper Mine permit for a surface coal mining operation.. My <br />recommendation is based on the Technical Analysis prepa::ed by Colorado <br />Mined Land Reclamation Division (CMLRD) and Environmental Assessment of <br />-- the complete application. The applicant has proposed to begin surface <br />mining on Federal coal lease C-07518 during the five ye sir permit, and <br />_ later to develop additional portions of Federal coal leases C--07519, <br />C-079641, C-25948, and private fee coal and State coal curing the 31 year <br />life of mine. The permit with stipulations included with this memorandum, <br />will be in conformance with the applicable Federal regulations, the <br />Colorado State Program, and the Mineral Leasing Act, as amended. I also <br />recommend that you advise the Assistant Secretary for Energy and Minerals, <br />under 30 CFR 741.12(d) that the Trapper Mining, Inc .'s Trapper Mine MRP is <br />ready for approval. I concur that a performance bond iti the amount of <br />$5,250,000.00 is adequate. <br />The Colorado Mined Land Reclamation Division (CMLRD) anc. the Office of <br />Surface Mining (OSM), identified elements of the applica.nt's proposal <br />which require stipulations to comply with State and Feds:ral law. The <br />State permit C-010-81 with stipulations are incorporated into the proposed <br />Federal permit CO-0013. <br />My recommendation for approval is based on the complete MRP and permit <br />application, updated to July 27, 1982. I have determined that this action <br />will not have a significant impact on the human environment. <br />• <br />
