I concur with the
Colorado Department of Transportation's opinion that the material should not significantly effect
the structural stability of the embankment, assuming the verification pore pressure monitoring,
proposed by Golder Associates, Inc. are implemented.
The information submitted addresses only the geotechnical stability of the embankment The
geochemical comparability of the Carlton Mill Tailings is not addressed. The introd~lcvon of
Carlton Mill Tailings within the embankment does represent a potential source for metals and
WAD cyanide compounds outside the liner. The risk of noncompliance at downstream points
of compliance remains CC&VG's.
cc: Jim Stevens
Bruce Humphries
Doc: C:\WP51\CARLTAII_.WP
JP/.1P
