Long <br />CC: Tony Waldron Division Duector <br />RE: June Inspection Summary, North Fork mines, (TJW loop) <br />As you are aware, I recently completed partial inspections of the <br />mines assigned to Tony Waldron in the North Fork valley. <br />Generally, these inspections focused on hydrologic issues at the <br />mines. Below I have briefly summarized some areas that I have <br />concerns with regard to hydrology. <br />Bowie No. 1 <br />The sediment pond below the gob pile is in dire need of a clean <br />out. Sediment levels are above the lowest dewatering point on this <br />riser and are restricting, to some degree, the capability of this <br />pond to dewater. This cleanout should occur as soon as possible <br />this field season. <br />The four bin wall ponds are, as you know, the topic of a currently <br />pending notice of violation. The operator is currently addressing <br />the "leaky nature" of the embankments and dewatering pipes. A <br />second issue is the appropriate position of the dewatering device <br />as well as the position of the gate, which is present on all four <br />ponds. The operator is currently not aware of how each gate should <br />be configured (open, closed, 1/2 open, etc.). It is my <br />understanding that Jim Stover is assisting the operator in <br />evaluating possible changes or modifications to these ponds. In <br />the meantime, I will be evaluating the design information for this <br />pond series to determine if a problem currently exists. <br />The West Mine pond appeared normal and this design will also be <br />reviewed. <br />The low quality coal pile pond has two separate spillways and the <br />principle spillway riser is a gated design. The gate was found <br />closed at the time of my inspection. This pond design will also be <br />reviewed. <br />The loadout pond is also a bin wall design. Given its heavily <br />vegetated condition and historic lack of water, I will not review <br />
