Shrub Densitv -The standard for woody plant density is a minimum 600 stems per <br />acre. <br />4. Species Diversity -The standazd for species diversity using the species <br />composition approach is a follows. <br />Species Requirements* <br />Grasses <br />Cool Season 2 <br />Warm Season 2 <br />Forbs 2 <br />Shrubs 2 <br />*No single species shall be represented by more than 40 percent relative cover or <br />less than 3 percent relative cover for grass species; or less than 1 percent relative <br />cover for forb and shrub species. <br />X. Post-mining Land Use <br />Information pertaining to land use is presented in Section 2.04.3 of the permit application. <br />Information pertaining to the proposed post-mining land use is found in Section 2.05.5 of <br />the permit application. <br />The historical usage of the Hay Gulch azea is varied. The bottom land areas have typically <br />been used to grow hay crops whereas the native upland regions have been used for cattle <br />grazing and wildlife habitat. Numerous abandoned coal mines dot the gulch uplands where <br />several coals seams outcropped. <br />National King Coal proposes to reclaim the disturbed acreage, excluding some facilities to <br />be used for ranching purposes, and the combination hauUaccess road, to the primary use of <br />rangeland with a secondary use being wildlife habitat. The combination hauUaccess road <br />will remain for access to the site as requested by the landowner, Mr. Lawrence Huntington. <br />National King Coal is not proposing any alternative land use but a restoration of the azea to <br />its pre-mining land uses. <br />The Division fords, pursuant to Rule 2.07.6(2)(1), that the proposed post-mining land use of <br />the permit azea meets the requirements of Rule 4.16. <br />XI. Protection of Fish, Wildlife and Related Environmental Values <br />Fish and wildlife habitat is a planned post-mining land use. The applicant has selected <br />appropriate plant species and distributions to benefit fish and wildlife. (4.18(4)(n). <br />Information pertaining to fish and wildlife is presented in Section 2.04.1 of the permit <br />application. <br />20 <br />
