There is no surface water monitoring described in the Application at the <br />Keenesburg Mine Site (Section 2.04.7). On December 18, 1989, Technical Revision <br />No. 23 approved the deactivation of the CDPS permit with the Department of Health <br />concurring. Permit COG-850038 was later instated (re-instated), with an expiration <br />date of 6/30/97. CEC again proposed, and CDPHE approved, the expiration of the <br />CDPS permit without renewal (see CDPHE letter, undated, Re: Request for <br />Inactivation, Coors Energy Company - Keenesburg Mine, Colorado Dischazge Permit <br />System (CDPS) No. COG-850038, Weld County, Division files). <br />3. The Division will require the sealing of drilled holes. Each hole, well or other <br />underground opening is to be capped, sealed, backfilled, or otherwise properly <br />managed. [Rule 4.07.3][PAP, page 114c]. <br />4. The Division proposes to continue the approved exemption of certain small <br />disturbed azeas (topsand storage and reference area sites) from the requirement to <br />have runoff from the small azeas report to sediment ponds. This is because of the <br />limited size of the azeas, and that ponds and treatment facilities are not necessary for <br />drainage to meet the effluent limitations of Rule 4.05.2 and applicable State and <br />Federal water quality standazds for receiving streams. Mixing of the surface drainage <br />from these areas with a discharge from underground workings will not occur. The <br />small azeas to be exempted aze described in the Index Maps and Legal Description <br />sections of the Permit and Application. [Rule 4.05.2(3)(b)(I)] <br />C. Diversions and Conveyance of Overland Flow <br />There aze two approved permanent diversion ditches for the conveyance of overland flow <br />from disturbed areas to the permanent Sediment Pond.
