<br />Critical Elements <br />No impacts are anticipated to the following resources: Air Ouallty, ACEC's, Cultural or <br />Historic Values, Prime or Unique Farmlands, Native American Religious Concerns, T&E <br />Plants and Animals, Hazardous/Solid Wastes, Wetlands, Wild and Scenic Rivers, <br />Wilderness Values, Wildlife, Floodplains, Riparian areas and Water Quality. <br />3. Unavoidable Adverse Impacts <br />There are no unavoidable adverse impacts. <br />4. Short-Term Uses vs. Lona-Term Productivity <br />There will be a short-term loss of vegetation. and wildlife and range habitat but with <br />reclamation the vegetative condltion of the site may be improved. <br />5. Irreversible or Irretrievable Commitment of Resources <br />The irreversible and irretrievable commitment of resources is the removal of the uranium <br />mineral resource. <br />6. Cumulative Impacts <br />The impacts of the proposed action contributes to the surface disturbance that is present <br />from past exploration and mining activity in the area. The disturbance resulting from <br />mining v~ill be reclaimed as required by BLM, DOE and CDMG mine permits. Therefore, <br />there will be no significant cumulative impacts resulting from the proposed action. <br />B. No Action Alternative <br />No Impacts <br />V. Mitiaatina Measures and P.esidual Impacts <br />The following mitigation measure will be required to insure no significant impacts will occur. <br />For any new disturbances not within the footprint of the existing disturbances (except for <br />structures), a plan of operations amendment must be filed and approval gained from this office. <br />BLM will be not'rfied of any changes to the mine permits through plan amendments. Not'rfy BLM <br />when reclamation starts. <br />Cultural resource and Threatened and Endangered Species inventories by BLM :ire required <br />prior to any surface disturbance outside of existing disturbance. Structures will be inventoried by <br />BLM to determine if there is any cultural significance. BLM will recommend ii arr/ structures <br />should be saved. <br />All structures will be removed unless specrfically authorized by the BLM to protect cultural and <br />historic values. <br />The operator/claimant will continue to comply with 43 CFR 3815.2, 3715.2-1 and 3715.5. Use <br />or occupancy of the land is,limited to that which is reasonably incident. <br />The C-JD~ permit states that the BLM recommended seedmix will be used for rr~clamation. <br />This should also apply to the Mineral Joe permit as well. At the time of reclamation, BLM will <br />recommend a seed mix. Currently the recommended pinion juniper seed requirements are: <br />
