_ .. -
You should revise the mitigation plan to address these conoerna. You
should also provide tm with the following:
1. A sediment transport study utilizing HDC 6 or comparable ,~mputer
model. The study should be prepared by an engineer experienced in the
use of the model std should ir-clude the amwatt and rate of a headcut,
time for stable river recovery, amount of pier and abutment scxiur,
etc. Simons and Associates, Resource Consultants, or Simon iv. end
Associates, all located in Fort Collins, are engineering firmer with
experience in using sediment transport computer oodels.
2. A structure design, based upon the sediment transport study,
which provides significant protection for the two State Highrny 50
bridges. The design should withstand the hydraulic forces from
overtopping and seepage. We assure that the structure would to
located on your property parallel to the bridges and would be
maintained by Valco.
The above comments and recommendations are based upon discussions with our
consultant, Dr. E. V. Richardson of Colorado State University, and will be
included in his written evaluation of your proposal.
Until we approve a satisfactory mitigation plan, we will continue to
object to your existing pit operation and to your proposed expansion to
the north.
Sincerely,
i g~~
D~ r1Ct PCeCOnatrUCt].On EnglneCT
oc: U.S. Army Corps of Engineers
(Albuquerque/Pueblo)
E.
