All this considered, I would not anticipate any adverse health effects from the tailings, because
the SPLP concentration for Mn in below the health advisory. I would also not anticipate that
drinking water standards would be violated (unless they are violated already by the ambient
condition) at the 5 mile distant well because the amount of water it would take to carry the Mn to
that point would mask, either through dilution or from higher ambient Mn concentrations, the 03
mg[L Mn in the leachate.
Therefore, I would advise that the Division to accept as reasonably protective the results of the
SPLP test submitted to the BLM, for Mn as well as all the other measured parameters. It would
be useful for DMG records if the operator would provide a dilution or mixing calculation
showing how much of the leachate might be detectable at the water table or at the 5 mile distant
well, and thereby assure that our calculations indeed provide reasonable assurance of
groundwater protection. Whatever result might develop, it seems evident from the data that
human health would be protected, under any dilution/mixing situation.
Attachment (Manganese in Drinking Water)
cc: Carl Mount w/attachment
Jim Pendleton w/attachment
I
