Lo<hhead
Execulrve Direao~
Michael R. Long
Division Dvennr
The Division has received Bowie Resources' letter, dated June 12, 1998, concerning
fugitive coal dust problems along Highway 133. The Division appreciates that Bowie
Resources plans on taking a strong stand in controlling the dust from the Bowie No. 2
coal haul trucks and at the Bowie No. ] loadout. Eliminating the coal stockpile at the
truck dump, cleaning up any coal dust on the highway, covering the haul truck trailers
with tarpaulins and observing speed limits should minimize the problem.
The Division has one comment concerning the proposed plan. The Division believes that
it would be prudent to cover the trailers of the "empty" haul trucks as well as of the
loaded haul trucks since some of the coal dust appears to be coming from the "empty"
trucks.
Finally, the Division will accept, at this time, Bowie Resources' proposal not to include
these specific actions into the Bowie No. 1 and No. 2 permit applications through the
submittal of minor revisions. However, this agreement is with the understanding that the
proposed plan will be implemented with diligence and that the coal dust problem will be
solved quickly. If further problems arise, then more stringent remedies will be examined.
