Sealing of Drilled Holes and t inde~rronnd l)nenings-Role 4 07 <br />Underground openings requiring sealing at the mine include mine portals, groundwater <br />monitoring wells, and vent degasification wells. Except for wells transferred to BLM <br />control and openings required for ventilation of the abandoned mine, all other holes or <br />openings will be permanently sealed at the end of their useful functions. Section V.F. of <br />the permit application package discusses sealing and abandonment plans in detail. <br />The Division will require that each hole, well or other underground opening be capped, <br />sealed, backfilled or otherwise properly managed (4.07.3). <br />V. Coal Mine Waste and Nnn-Coal Processing Waste-Rule 4 10 and 4 11 <br />Information pertaining to the handling and disposal of coal processing waste generated by <br />the mining operation is presented in Section IV.D. of the permit application. Map 76 <br />shows the location of the 11 refuse disposal areas to be developed over the life of the <br />mine. Map 77A shows the configuration of the first five sub-areas to be developed. <br />Refuse areas RP-1, RP-2/3/4, and RP-SA were developed during previous permit terms. <br />Refuse area RP-1 has been reclaimed; RP-2/3/4 and RP-SA aze currently active. The <br />reclaimed configuration of RP-1 is shown on Map 81, along with post-sediment pond <br />removal perimeter ditch locations for RP-I and RP-2/3/4. RP 2/3/4 final contours aze <br />depicted on Map 150, and RP-SA final contours are depicted on Map 77A. <br />Detailed design plans have not been provided for proposed future refuse disposal <br />structures. Pursuant to Rule 2.05.3(8)(ii), detailed design plans will need to be provided <br />prior to initiation of construction of Refuse Area SB, and subsequent refuse disposal <br />structures to be developed over the life of the mine. <br />A discussion regazding the handling and disposal of non-coal wastes is provided in <br />Section IV.D., of the permit application package. <br />The permittee is disposing of coal processing wastes and mine development wastes in <br />refuse piles located in the northeastern section of the mine plan azea. This area is <br />moderately sloping with the average slope of the profile of the valleys from the toe of the <br />proposed fill to the top of the proposed fill being less than 10 degrees. No springs or <br />perennial water courses exist in the area and ground water was not detected down to 44 <br />feet. Coal processing wastes, amounting to approximately 450,000 tons per yeaz, will <br />consist of roof and floor rock, interburden and some coal. The development waste is <br />material excavated during the construction of portals and entries to the mine. The wastes <br />do not contain quantities of toxic- or acid-forming materials to create an acid or toxic <br />leachate. This determination is based on the results of overburden analysis of waste <br />material submitted to the regulatory agencies during the permit review period. <br />35 <br />
