are well vegetated and stable with no signs of soil erosion, and meet Phase III bond release <br />criteria. The permanent bridge on the Stoney Ridge Fan Shaft Road meets, by exception, <br />equivalent Phase I, Phase II and Phase III bond release criteria. Embankments of abutments are <br />well vegetated and stable, and the bridge site meets Phase II and Phase III Bond Release criteria. <br />Such releases for the electric service facilities and the Stoney Ridge Fan Shaft Road Bridge aze <br />proposed in this SL-O5. The permanent Stoney Ridge Fan Shaft Road was included in the SL-01 <br />Phase I and SL-04 Phase II bond releases. This feature includes closure of the road with a locked <br />gate and placement of a lazge stone barrier. It now meets the criteria for Phase III bond release. <br />The permanent riprapped relief drains on the site were included in the acreages of reclamation <br />vegetation. They include the two relief drains off the Refuse Disposal Area, and aclear-water <br />diversion (including two culverts) for by-pass of upland flows across the facilities area of Portal <br />1. The permanent riprap banks and the concrete culvert base in and along North Thompson Creek <br />in the vicinity of Portal 1 were also inspected during the August 6, 2002 Phase III bond release <br />inspection. These permanent drainage features were included in the Phase I Bond Release of SL- <br />OI and Phase II Bond Release of (vegetated areas) SL-04, are in good repair with regard to design <br />criteria, and are now eligible for equivalent Phase III bond release. <br />Permanent features at the loadout site included the coal haul road from Garfield County Road <br />108 to a 2-acre portion of the road previously granted Phase I, II and III bond release (SL-02); the <br />truck dump pad; installed landscaping and a portion of the coal haul road berm; the two-track dirt <br />road across the upper river terrace at the loadout site between Gazfield County Road 109 and the <br />Roaring Fork River; and the restored Kaiser-Sievers irrigation ditch. The coal haul road, truck <br />dump pad, installed landscaping and road berm were granted Phase I Bond Release in SL-O1. The <br />road surface is stabilized by pavement or gravel and embankments are well vegetated with no <br />signs of erosion. These features were granted Phase II bond release (SL-04) and aze now eligible <br />for Phase III $ond Release. The reclaimed conveyor belt corridor was granted Phase T Bond <br />Release in SIr01, including the portion consisting of the two-track dirt road and the restored <br />Kaiser-Sievers irrigation ditch. The entire reclaimed corridor was granted Phase II bond release <br />in SL-04. The entire reclaimed corridor is now eligible for Phase III bond release. <br />There aze also two existing features at the mine site. These were installed, and are operated and <br />maintained by the landowner. One is a buried (but partially exposed) water line from the third <br />permanent Developed Water Resources pond (T-2), across the site, and extending beyond the east <br />Permit boundary to a stock tank. The other is a buried electric power line from the pole in the <br />immediate vicinity of Portal 1 to a pump station at the start of the water line. These two features <br />belong to the landowner, and aze exempt from reclamation bond procedures. <br />The 4.1-acre Developed Water Resources land use azea and its associated permanent facilities aze <br />not a part of this bond release application. <br />SL-O5, C-81-025, March 24, 2003 <br />Page 20 of 26 Pages <br />
