~~ <br />-40- <br /> <br />Inflow monitoring and mine discharge monitoring are essential in defining the <br />impacts of underground coal mining on both surface and ground waters. The <br />following changes in the monitoring plan are necessary in order to comply with <br />Rules 2.05.6(3)(b)(iii) and 4.05.13(1). <br />Stipulation No. 11 <br />THE PERMITTEE SHALL CONDUCT MINE INFLOW STUDIES FOR ALL ACTIVE OR <br />UNSEALED UNDERGROUND CDAL MINE WORKINGS. ANNUAL INFLOW STUDIES SHALL BE <br />CONDUCTED FOR EACH ACTIVE OR UNSEALED AREA OF WORKINGS IN THE MONTH OF <br />JUNE, AND THE RESULTS OF EACH INFLOW STUDY SHALL BE SUBMITTED TO THE <br />DIVISION BY THE FIRST OF AUGUST OF THE SAME YEAR. THE MINE INFLOW <br />STUDIES SHALL INCLUDE: <br />A) THE MAPPING OF EACH POINT SOURCE INFLOW (I.E. FAULTS, FRACTURED <br />ROOF, FRACTURED FLOOR, EXPLORATION DRILL HOLE, ETC.) AND EACH AREA <br />WIDE INFLOW (I.E., DRAINAGE FROM SEALS TO ABANDONED MINE WORKINGS: <br />AREAS OF WEEPING COAL FACES, ROOF, OR FLOOR, ETC.) ON UP-TO-DATE <br />MINE WORKINGS MAPS; <br />B) THE PRODUCTION OF TABLES OF ALL POINT SOURCE INFLOWS MAPPED WITH <br />DATA ON THEIR FLOW RATES. <br />C) QUALITY DATA, INCLUDING pH, ELECTRO-CONDUCTIVITY, AND TEMPERATURE, <br />AND THE SOURCE (I.E., FAULTS, FRACTURES, DRAINAGE FROM SEALS, <br />ETC.). FOR ALL POINT SOURCE INFLOWS NOT PREVIOUSLY MAPPED. <br />D) THE SUBMITTAL OF Pl CONTINUOUS RECORD OF MINE DISCHARGES FOR THE <br />YEAR AND A HYDROGRAPH OF FLOWS. <br />Information has not been submitted to completely describe the flow <br />characteristics of Ciruela, Santistevan, Apache, and Wet Canyon drainages. <br />The intermittent and ephemeral streams, with the exception of the Wet Canyon <br />drainage, could be affected by subsidence. In order for the Division to <br />assess potential impacts from secondary or retreat mining and to verify the <br />assessment, the applicant must adequately characterize the streams and monitor <br />the quantity of water in the streams. Therefore, the following stipulation is <br />necessary in order to comply with Rules 2.04.7(2), 2.05.6(3)(b)(iii), <br />2.05.6(3)(b)(iv) and 4.05.13(2). <br />Stipulation No. 1Z <br />PRIOR TO SECONDARY OR RETREAT MINING UNDER CIRUELA CANYON, APACHE <br />CANYON, AND SANTISTEVAN CANYON DRAINAGES, THE PERMITTEE MUST COLLECT <br />DATA ON THE QUANTITY OF WATER FLOWING IN THESE DRAINAGES. MONITORING <br />MUST BE SUFFICIE~FT TO DIFFERENTIATE SEASONAL FLOW VARIATIONS. <br />THE PERMITTEE MUS7 MONITOR THE QUALITY OF WATER FLOWING IN CIRUELLA <br />CANYON QUARTERLY. MONITORING MUST BE DONE AT TWO SITES, ONE ABOVE THE <br />MINE WATER DISCHARGE POINT AND ONE BELOW THE COAL PROCESSING WASTE PILE. <br />
