Recreation potential - Although the desert area of BLM lands adjacent to <br />the parcel are used for mountain biking, camping, and other recreation <br />activities, the parcel would not provide new public access into the Book <br />Cliffs. The level area in the extreme southwest corner could be utilized for <br />parking, but the adjacent BLM lands are also suitable for this purpose. <br />Based on our evaluation of the Hoyl property, I have identified the following <br />issues of concern: 1) The parcel would not provide access to the minable <br />federal coal should it be leased in the future; 2) It is not considered <br />desirable to acquire land with mine-related disturbance and erosion problems <br />3) The parcel would provide little or no benefit for improving recreation <br />opportunities in this area. It should be noted that our projected value <br />estimate (based on current sales data) for a typical 40-acre parcel in the <br />same general area is only $5,000 to $10,000. <br />The only benefit or value to acquiring the Hoyl parcel appears to be getting <br />the land itself. It would increase the public land base and could be manage <br />similarly to the adjacent BLM lands. Although we cannot make a decision on <br />acquiring the property until the DMG evaluation is complete, we are willing <br />consider acceptance depending on what remediation work is proposed, includin <br />the old Farmers-Nearing Mine. Since this would postpone our decision until <br />about October, please advise if this time frame is acceptable.
