Lunan <br />Peabody Coal Company <br />1300 South Yale Street <br />Flagstaff, AZ 86001 <br />Re: Pre-Blast Surveys, Seneca II-W t4ine, File No. C-82-057 <br />Dear Mr. Lunan: <br />Tne pre-blast surveys that were forwarded to us under cover letter from <br />Mr. Fred Fest are under review. These surveys only describe the dwellings <br />upon the three properties within 1/2 mile of the Seneca II-W permit <br />ooundary. <br />No mention has been made of the various water wells, ditches, springs, <br />and rock outcroppings upon these Droperties. These items need to be <br />addressed as stated in Rule 4.08.2, "special attention shall be given to <br />the pre-blasting condition of well and other water s.YStems ... and to the <br />quantity and quality of the water." We had requested previously that all <br />these items be incluaed in the pre-blast surveys. <br />To reiterate our earlier request, please conduct four quarterly <br />measurements of water quality and quantity at each well, ditch and spring <br />located on the property of John W. Gossert, David L. Smith, who recently <br />purchased the Hollatz property, and Roger A. Olson, and survey the rock <br />outcrop which is located above the Gossert residence. <br />The surveys should then be forwarded to the Division to be added to the <br />dwelling surveys.
