1. A habitat protection/enhancement plan should be developed for <br />high use deer and elk areas through consultation with CDOW. <br />2. Big same road kills should be monitored and any needed <br />remedial action coordinated with CDOW. <br />3. Raptor buffer zones identified in the attached September 7, <br />1983 letter should continue to be recognized. All nests should <br />continue to be monitored and at any identified chances in mining <br />activities or nesting activity the company should reinitiate <br />consultation with CDOW and FWS. <br />4. Analysis of possible impacts to threatened or endangered <br />species shall be complete prior to permitting decisions. <br />Given these considerations, the FWS believes that the subject <br />permit revision will be complete and adequate in those aspects <br />involving the fish and wildlife resources. <br />We appreciate the opportunity to comment on this proposed mine <br />plan.
