The applicant has submitted an acceptable geotechnical and stability <br />analysis of the proposed 25,000 cubic yard waste disposal pile. <br />However, Colorado MLRD has added a stipulation to the permit <br />requiring the applicant to submit results of appropriate waste shear <br />strength tests to be compared with the assumptions used in the <br />geotechnical and stability analysis. If significant material <br />strength variation occurs between the actual test results and the <br />assumed values, the Colorado MLRD will require the applicant to <br />complete an amended stability analysis and design revision for the <br />waste pile plan. <br />The Salt Creek Mining Company has proposed to widen and reconstruct <br />portions of an existing haul road which traverses what qualifies as <br />a steep slope mining area at the upper 3700 feet of the road <br />length. A geotechnical analysis of the proposed reconstruction of <br />this road was performed. This analysis and a supplemental stability <br />analysis of haul road cut slopes show that the haul road design is <br />sufficient to protect the environment and the public health and <br />safety. Because the static safety factor for some portions of the <br />proposed road are less than the desired 1.5, the Colorado MLRD has <br />added a stipulation to the permit which requires the applicant to <br />place signs at the permit boundary and at the point where the road <br />becomes especially steep which warn that the road is subject to <br />rockfall and slope failure. Final reclaimed configurations for the <br />haul road have been determined by Colorado MLRD to have static <br />safety factors in excess of the original undisturbed slopes. <br />There are no areas subject to frequent flooding in the permit and <br />
