Memorandum <br />To: Assistant Secretary for Land and Minerals Management <br />From: Director, Office of Surface Mining Reclamation and Enforcement <br />Subject: Recommendation for Approval of the Munger Canyon Mine Mining Plan, <br />as Modified, Salt Creek Mining Company, Garfield County, Colorado, <br />Federal Leases: C-0125515 and C-0125516. <br />I recommend approval of the Munger Canyon mine mining plan, as modified, <br />subject to the Mineral Leasing Act of 1920, as amended. My recommendation to <br />approve the Munger Canyon mining plan, as modified, is based on: (1) Salt <br />Creek Mining Company complete permit application package (PAP), as updated <br />through January 25, 1985, (2) review of the PAP by the State as required by <br />the Colorado State Program and cooperative agreement, (3) review of the <br />complete operation and reclamation plan portion of the permit application by <br />the Office of Surface Mining Reclamation and Enforcement, <4) the Federal <br />lands review pursuant to section 522(b) of the Surface Mining Control and <br />Reclamation Act of 1977 (SMCRA), (5) comments and recommendations or <br />concurrence of other Federal agencies, including the findings and <br />recommendations of the Bureau of Land Management with respect to the resource <br />recovery and protection plan and other requirements of the lease and the <br />Mineral Leasing Act of 1920, as amended, (6) compliance with the National <br />Environmental Policy Act of 1969, and C7) documentation assuring compliance <br />with applicable requirements of other Federal laws, regulations and executive <br />orders. <br />The Secretary may approve a mining plan, as modified, for Federal lands under <br />
