The Division finds that <br />disposal of these materials does not: <br />a) Adversely affect water quality, water flow, or vegetation; <br />b) Create public health hazards; or <br />c) Cause instability to the disposal areas. <br />P 3c M will assume no liability for the coal fines in particular, but of course remains <br />responsible for existing performance standards (water quality, final topography, acid/toxic spoil, <br />etc.) for the West Ridge area.
