CO 81635 <br />Thursday October 9, 2003 <br />~, ~~~ <br />Elisabeth Evans <br />Director Technical Enforcement Program <br />U.S. Environmental Protection Agency <br />Region VIII <br />Mail Code 8ENF-T <br />999 18"' Street, Suite 300 <br />Denver, Colorado 80202-2466 <br />c/ <br />Re: Well 21-15 (EPA Permit Number C03858-04564) <br />nth-i~19-a2~ <br />Dear Elisabeth: <br />American Soda LLP has completed an operational evaluation of Well 21-15 (EPA Permit <br />Number C030858-04564) and has placed this well on stand-by until a detailed evaluation can <br />be completed on the entire operating system associated with this well and adjacent wells. <br />Well 21-15 has been found to be out of balance as described in Minor Modification No. 6 to <br />EPA Area Permit C03858-00000, Part 1f, Section 1 b. (the volumetric flow rates of the injection <br />fluid and production fluid differ by more than 15 percent). In accordance with Part II, Section 1, <br />3. Injection into the solution mining well has been discontinued and the density of the fluids in <br />the well has been balanced.
