Colowyo has been working on this Improvement Plan since 2002. To date several improvements have been <br />accomplished. Colowyo identified 75 improvements that could be accomplished between 2002 and 2006. So far Colowyo has <br />completed 27 of the improvements and is targeting 33 others in 2005 and 15 in 2006. <br />In 2004 Colowyo completed 12 items (including 8 new items not on the original plan) on the Improvement Plan. Colowyo removed <br />12 poles from an energized line that was not being used to feed any building or equipment. The improvement plan was to retrofit the <br />poles with raptor protection but instead it made more sense to remove the hazard by removing the entire line since there was no <br />future use planned. <br />After careful review of the remaining structures planned to be retrofitted, Colowyo has determined that a comolete power outage of <br />the entire mine site will be necessary to accomplish the remaining improvements. This was not anticipated when the original <br />Improvement Plan was developed. Therefore Colowyo has had to revise the Improvement Plan schedule to allow for organized <br />planned outages in order to minimize the down time at the mine. Presently, it is estimated that 32 hours of complete shutdown of the <br />site (except for the loadout) would be necessary to accomplish the remaining improvements. A minimum of three separate outages <br />will be necessary to safely accomplish the remaining retrofits and possibly more depending on several factors (ie number of bucket <br />trucks, operational constraints, etc.). In 2005 Colowyo plans to retrofit 33 pole structures and in 2006 Colowyo will retrofit 15 pole <br />structures. This would then complete the Improvement Plan. <br />Due to this required change in the scope of the project Colowyo is notifying you of the revised plan and providing you with the most <br />recent updated copy. I hope this information helps you in your review of the Raptor Protection program at Colowyo.
