I I. Implementation <br />A. Implementation Date <br />If no appeals aze filed within the 45-day time period, implementation of the decision may occur on, <br />but not before, 5 business days from the close of the appeal filing period. When appeals are filed, <br />implementation may occur on, but not before, the 15th business day following the date of the last <br />appeal disposition. <br />8. Administrative Review orAppeal Opportunities <br />This decision is subject to administrative review pursuant to Federal Regulations at 36 CFR 215.11. <br />Appeals (including attachments) must be in writing and filed (regulaz mail, fax, a-mail, hand- <br />delivery, express delivery, or messenger service) with the Appeal Deciding Officer (§ 215.8) within <br />45 days following the date of publication of a legal notice of this decision in the Grand Junction <br />Daily Sentinel. Attachments received after the 45-day appeal period will not be considered. The <br />publication date of the legal notice in the newspaper of record is the exclusive means for calculating <br />the time to file an appeal (§ 215.15 (a)). Those wishing to appeal should not rely upon dates or <br />timeframe information provided by any other source. Electronic appeals must be submitted in a format <br />such as an email message, or Word (.doc) to the email address above. In cases where no <br />identifiable name is attached to an electronic message, a verification of identity will be required. A <br />scanned signature is one way to provide verification. <br />The notice of appeal must meet the appeal content requirements at 36 CFR 215.14. It is an <br />appellant's responsibility to provide sufficient activity-specific evidence and rationale, <br />focusing on the decision, to show why the Responsible Official's decision should be reversed.
