Cattarsy <br />Division Directs <br />NaNral Resource Trustee <br />The following is a summary of the Collom meeting and field trips on 4 and 5 October <br />2005. <br />Project Schedule <br />Keith Haley discussed the schedule that he had in mind for the new Collom permit and <br />mine. He stated that a permit would be submitted in late June 2006, topsoil stripping <br />would begin in July 2007 and in March or Apri12008 coal would be shipped. This, as he <br />stated, is an optimistic schedule. The statutory deadline for issuing a proposed decision <br />on a new permit is 120 days (Rule 2.07.4(2)(b)); this can be extended to 180 days if the <br />permit application is unusually complex. These time frames can realistically be met if all <br />necessary permit documents aze complete when submitted and all adequacy responses are <br />returned to the Division in a timely manner. Be aware, however, that in reality, new <br />application reviews usually take at least 180 days before a decision is proposed. After the <br />Division proposes a decision, there is a 30-day comment period (Rule 2.07.4(3)(a)). <br />There will also be additional time required for the new mine plan to be approved by the <br />OSM and the Secretary of the Department of Interior following the Division's proposed <br />decision. This can take up to eight weeks (and sometimes longer). That means that in a <br />best-case situation, mining activities could begin six months after submittal. <br />Environmental Assessment <br />There was discussion that Walsh Environmental was completing an EA for the Collom <br />area and that the Greensfield-Hansforth EIS covers the azea.
