These comments also apply to other exploratory drill
hole sites which Basin may wish to access within or across
properties comprising Rancho Escondido.
The proposed Technical Revision concerns an additional ten
exploration holes which are planned to be drilled. We have the
following comments:
1. The access routes shown on the maps submitted by Basin do not
generally exist on the ground. To the extent there may have
been pre-existing trails in those locations, they have
completely reverted to nature. Access along the routes
proposed by Basin would cause irreparable and unnecessary
environmental harm.
2. Raton West has established an adequate road network to allow
access reasonably close to any desirable drill hole location.
This road network is adequately shown on Basins Surface
Ownership Map as revised March 8, 1993, which has been
submitted to the Division. (Copy of pertinent part enclosed.)
3. Basin Resources has no legitimate or rational reason to insist
on drilling exploration holes at precisely the proposed
locations. There can be a variation of a few hundred feet as
necessary so that access can be over existing roads. This
EXHIBIT
Raton West
SI 6
