-16- <br />Park show that monitoring data has been collected within relatively short <br />periods of time (usually within one to two days) at each of the monitoring <br />sites. The Division feels that this data collection methodology should <br />continue in the future. <br />Spoil aquifer monitor wells 008-AY-1 and 008-AY-2 will be installed in <br />backfilled spoils at the Middle Creek Pit and Energy Mine No. 3 Pit when final <br />grading in the areas is completed. These wells will be monitored and sampled <br />according to the schedule for deep aquifer monitor wells, and results of all <br />monitoring and sample analysis will be included in the applicant's annual <br />hydrologic monitoring reports to the Division. <br />Upon acceptance of the above stipulations, the applicant will be in compliance <br />with this section. <br />VII. Alluvial Valley Floors - Rules 2.06.8 and 4.24 <br />Unconsolidated streamlaid deposits holding streams have been identified within <br />the proposed permit and adjacent areas and are shown on Map 4a, Mine No. 3 <br />Hydrology. As shown on the map, three areas are acknowledged by the applicant <br />as meeting the geomorphic criteria of alluvial valley floors. These areas <br />are: 1) the flood plain of Fish Creek; 2) the flood plain of Middle Creek IG~~ ~~~ <br />downstream from U.S.G.S. Gaging Station 09243700; and, 3) the flood plain of~~~b,~ ~~~~ <br />Foidel Creek downstream from U.S.G.S. Gaging Station 09243900. The flood e„ <br />plain of_F_i.sh-Creek-doernot lie-within-the--boundary of__the--p r_oposed_perm.i.t~~ ,U ~~, <br />ar ae an_d would_not_be-af-fected-by_the_pr_oposed.mini_ng.and_reclamation__ 3 sP° ~, <br />operations as des_c.rsbed_in this application. Therefore, this area will not beF.s~~ <br />considered further. Areas of unconsolidated streamlaid deposits along Foidel <br />Creek and Middle Creek that are located geographically adjacent to surface <br />facilities areas and proposed mining and reclamation operations could <br />potentially be affected. The applicant's discussion of probable hydrologic <br />consequences indicates that discharge from the mine detention basins is <br />expected to increase the dissolved salt load of streams draining the permit <br />area. Since water from the Foidel Creek and Middle Creek stream/alluvial <br />systems drains to the lower reach of Trout Creek, these three areas must be <br />considered in the alluvial valley floor determination. <br />Alluvial Valley Floor Determination <br />Map No. 8 of the permit application shows that the capability for flood <br />irrigation exists within and adjacent to the permit area. Specifically, the <br />Lieske, Connel and Homestead Ditch systems, which derive their water from <br />Trout, Middle and Foidel Creeks, are currently used, or have been historically <br />used to irrigate these floodplains. <br />In order to evaluate the potential for subirrigation within the proposed <br />permit and adjacent area, the applicant conducted a study on subirrigation <br />capability in the floodplains of Foidel and Middle Creeks. Based on this <br />study, the applicant found that subirrigation does not occur along lower <br />Foidel or Middle Creek. The study was conducted in October, 1980. The <br />Division does not feel that the study is representative of the entire growing <br />
