-8- <br />conducted using the standard area strip mining method with front end loaders <br />and dozers performing overburden removal. The in-place tonnage of coal is <br />193,000 tons with recoverable coal 90% recovery, equal to 174,000 tons. With <br />a two year life of mine annual production is estimated to be 87,000 <br />tons/year. The Wadge coal seam will be mined. <br />Topsoil has already been stripped and stockpiled from the proposed mine area. <br />CYCC is only proposing to disturb an additional five (5) acres of land for the <br />activities associated with this permit application. <br />During surface mining activities CYCC is proposing a temporary overburden <br />stockpile. The material will originate from the first pit and it will be used <br />to backfill the final pit. <br />The Middle Creek underground mine has not resumed operations since it closed <br />in 1980. CYCC is proposing to backfill and grade the entire portal/pit area. <br />Surface water runoff from disturbed areas will be handled through the existing <br />Energy No. 3 detention basin for the surface mine area and the Middle Creek <br />pit during backfilling operations of the underground portal area until a <br />sediment pond is constructed at the Middle Creek portal/pit area. Two small <br />area exemptions are proposed. <br />The permit area covers 1357 acres. Of this total 296 acres are disturbed. A <br />large portion of the permit area includes reclaimed lands. There is no <br />Federal land involved with this permit application; surface land and mineral <br />ownership is all private.
