where the temporary above ground pipe line existed west of BB Detour. In this area west of BB
Detour, there is approximately 6.69 acres (not specifically associated with the pipe line) that has not
been final graded, topsoiled, or seeded. This location is in the vicinity of the pit and covered under
the performance bond for mining activities. The azea west of BB Detour is scheduled to be fully
reclaimed during this summer. The location of the former above ground pipe line from BB Road
south and west to 2700 Road has been fully reclaimed including grading to approximate original
contour, topsoil redistribution, and seeding. The reclaimed location is stable with no signs of erosion
and has good vegetative cover (see Photo No. 3). This azea south of BB Road has been Phase I bond
released in two phases in 1999 and 2002, respectively.
Summary and Conclusions
The Division has completed its review and evaluation of the Phase I bond release request for the
reclamation of the temporary Colorado Cooperative Ditch Company pipe line comdor submitted by
WFC for the New Horizon Mine. Information provided in the bond release application and PAP
demonstrated compliance with the applicable criteria of Rule 2.05.4 Reclamation Plan. Relocating
the temporary above ground pipe line by burying it in a permanent location resulted in minimal
surface disturbance. Based on the bond release inspection and evaluation of both the temporary and
permanent pipe line locations, it was determined the removal and relocation of the irrigation pipe line
had been properly completed. The temporary pipe line con•idor has been restored to approximate
original contour and the relocated pipe line is buried and is a permanent structure of the ditch which
will not interfere with post-mine land uses. Based on the above described documentation and
observations, the reclaimed temporary pipe line corridor is judged to meet the requirements for Phase
I bond release.
