i <br />Information on the final disposition of monitoring wells and c~~ther pertinent data is found in <br />the permit application beginning on page 14-29. All minis openings and wells will be <br />permanently closed using permit specified measures, witt~i the exception of approved <br />permanent dewatering pipes. The operator projects no discharge from the Roadside North <br />Mine following permanent sealing. At the Roadside South lYtine, water will be allowed to <br />fill abandoned areas to an elevation below the level of the sealed Northwest intake portal. <br />Apprdved permanent discharge structures are located at ~~Outfall 016, a gravity flow <br />discharge pipe located near the North Decline reclaimed anlaa, and Outfall 002, a siphon <br />type discharge structure located at the backfilled Northwest~Intake Portal. Outfall 016 is <br />the primary discharge site; Outfall 002 is approved as a back's;up system for use in the event <br />that Site O l6 malfunctions. <br />I <br />Welts) in contact with aquifers will be filled with concrete for other suitable sealant and <br />plugged with a concrete seal. The petmittee is not propostrig to transfer any well. <br />H. Stream Buffer Zones <br />The overland conveyor system and a portion of the disturbed area at the loadout facility are <br />within 100 feet of the Colorado River. A portion of the overland conveyor crosses the Colorado <br />River. That portion of the overland conveyor is completely enplosed. This conveyor is an <br />existing structure; therefore, the Division authorized those activitiF associated with the overland <br />conveyor and disturbed area near the loadout facility within 100 fe~:et ofthe Colorado River. No <br />further disturbances within 100 feet of the river are proposed. <br />The following finding is required in order to allow Powderhorn Coal Company to conduct <br />surface coal mining operations within 100 feet of the Colorado River: <br />I. The Division approved surface or underground mining activities within 100 feet of a <br />perennial stream or stream with a biological community. Phis decision was based on a <br />finding that the original stream channel will be restored, waster quality and quantity shall <br />not bej adversely affected, and appropriate riparian vegetatiim will be reestablished. The <br />buffer zone vaziance is granted for the area located under the,conveyor system and located <br />near tote loadout (4.05.18(1)) <br />Probable Hydrologic Consequences <br />The protection of the hydrologic balance is outlined in Voluine 5, Tab l9 of the permit <br />application. This permit section addresses possible impacts due to mine subsidence, possible <br />impacts due to mine water discharge, and effects related to surface disturbance.
