<br />Mr. James Cowart <br />December 17, 1997 <br />Page 8 <br />the ground water monitoring requirements in the approved permit, it is unlikely that a year of post- <br />closure monitoring will be sufficient to assess the potential for ground water impacts. <br />In section 3.1 above, I am not sure that the existing Hazel-A closure is adequate for the long-term. <br />As I recall, there is a substantial gap between the top of the hatch and the back (roof) of the adit. <br />There is also a utility borehole into the adit that will have to be plugged. Also, the hatch frame needs <br />to be further inspected by the Division to assure that it is adequately secured to the rib. <br />If the operator proposes to change or alter the approved <br />reclamation plan, we recommend you consult the DMG for the proper <br />procedure. Pursuant to the Hard Rock/Metal Mining Rules and <br />Regulations, changes that do not have more than a minor effect on <br />the approved reclamation plan can be handled in a technical <br />revision. There are no provisions in the statutes for amendments <br />to a limited 110 permit, thus significant changes would be <br />considered as a new permit application.
