TO DFBTROY A COAL HAUL ROAD <br />You must hire the best people. The people at the Colorado Mined Land Recla- <br />mation Division, a highly skilled group of "underlinks" in the Department of Natural <br />Resources, State of Colorado. These specialists knox how to "decommission" a road! <br />Then give them a Court Order: leave the road "as is" except work necessary to <br />solve drainage problems! They must, of course, leave the road in condition for in- <br />dustrial use. The department people already know about killing cattle, wildlife <br />and the injury to humans that occurred well axay from the road, in eroded trenches. <br />Mr. Fred Banta of the CMLRD can verify this. <br />Instruct the specialists to disregard all engineers plans, objections by the <br />land-owner or the Coal Co. xho will use the road after they have destroyed it. Add <br />confusion. Transfer or fire personnel xho indicate sympathy or attempt to change <br />plans. Be sure specialists understand that they must add confusion! Delay reports <br />for 9 months, don't bother to assure that the road is useable year round, cut short <br />all meetings xith land-owners, but let attorneys talk for hours, express sympathy <br />for landowners' "concerns" but do nothing! Kill his cattle and xildlife! Lose <br />maps, photos, letters, etc. Write that erosion is caused by rodents (CMIRD Susan <br />McCannon). <br />Next, proceed to destroy the road; Snstruct the Coal Co. to rip up half the <br />road and place it on top of the undisturbed half. Make sure that the subgrade rock <br />and dirt are mixed xell so the road is impassable xhen wet. They should then pro- <br />ceed xith their latest "technological" plan (failed 50 years ago in Ohio) by forcing <br />the Coal Co. to install ditches 1' deep and 15' xide every 150' at various angles <br />completely across the 30' to 60' wide road. Remove croxn. First experiment on a <br />ranch ar on the street in Hayden in front of the park. Do not try the street in <br />front of the Capitol in Denver! <br />Next, remove some of the berms and place top soil 6" deep, 5'-15' xide on the <br />outer edge of the road to Insure that the water runs down the road to supposedly <br />exit at each ditch. Water must not drain off to the side along this road as is <br />done on other roads! This will limit vegetation growth, (called grass by ranchers), <br />encourage sage brush growth to trap snow to ensure that it cannot be removed. Be <br />positive; do not allox land owner to fill ditches so as to facilitate snox removal. <br />(The Coal Co. may do so, hoxever.) Testify in court to jail the land owner! <br />Specialists must explain to all heavy equipment operators hox to proceed so as <br />not to fill ditches xith gravel or snow. Txo and one-half miles can be done in a <br />xeek! bcplain how to avoid damage to equipment xhen attempting travel over the 1' <br />deep, 15' wide ditches. They must explain to truck drivers hox, because of 2"-3" <br />diameter round rocks, they can drive on the road xithout breaking up the truck or <br />losing it going doxn the 5-~,$ grade. Refer to street in front of Capitol building! <br />Allow grazing on all so-called reclaimed areas, state that all slide areas have <br />been stabilized even though they have not. Disregard damaged culverts, allox the <br />Coal Co. to leave many areas un-reclaimed, leave large boulders and then force the <br />land-owner to take the road after only 4 dears has elapsed. The road is nox a mess <br />and impossible to maintain during the ~ months of xinter. Rebuild cost $750,000. <br />This, my friends, was done in Northwest Colorado (Western Slope--Denver's <br />Front Yard,) by some people in Dirty Denver. They have violated the Federal and <br />State "Takings Lax".
