NPDES monitoring is conducted under permits CO-0027154 <br />(surface facilities azea), CO-0042161 (Fish Creek borehole), and CO-0036684 (Fish <br />Creek Tipple). <br />The Division has reviewed the surface and groundwater monitoring plans as part of the permit revision <br />process. These monitoring plans are adequate to allow identification of impacts if any should develop <br />(4.05.13(2)). <br />IV. Tospoil <br />Replaced soils that were stockpiled will be chisel plowed in addition to contour furrowed. These soils <br />will be drill seeded as soon as practicable following topsoil replacement. Stockpiled topsoil not <br />utilized at Energy Mine No. 3 has been transferred to the Foidel Creek permit for distribution at the <br />Fish Creek Tipple. <br />An alternative treatment to eliminate slippage surfaces, relieve compaction, and provide for root <br />penetration is approved. This treatment will consist of chisel plowing (4.06.4(1)). <br />V. Sealing of Drilled Holes and Underground Openings <br />The Division will require that each hole, well or other underground opening be capped, sealed, <br />backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives <br />The explosives area at the Foidel Creek Mine was transferred from the Mine No. 1, Mine No. 2, and <br />Eckman Park mine, Permit No. C-81-071. Surface blasting is limited to 5 pounds of explosives. No <br />specific approvals are ganted under this section. <br />VII. Disposal of Excess Spoil <br />No excess spoil exists at the Foidel Creek Mine. No specific approvals aze granted for this section. <br />VIII. Coal Mine Waste Banks <br />Technical Revision No. 21 (TR-21) approved a coal waste pile south of Pond D at the main facility <br />area of the Foidel Creek mine. The pile configuration is a sidehill design with a maximum estimated <br />volume of 3 million cubic yards of waste. The source of the waste is a prep plant which processes any <br />low quality coal product produced by mining. The Division approves the design and any alternative <br />specifications as represented in Exhibit 26A of the permit (4.10.1(1)). <br />D{. Coal Mine Waste <br />Coal Mine Waste Fire Fighting Plan is found in Exhibit 25a of the permit (4.11.1). <br />No coal processing waste will be returned to abandoned workings at the Fish Creek Mine or Fish <br />Creek Tipple (4.11.3). <br />20 <br />
