Fish Creek <br />Two ponds are situated in separate drainage basins tributary to Fish Creek. <br />One pond, Pond 004, was constructed in 1982 when mining progressed into the <br />Fish Creek basin in the southeast part of the permit area. Pond 004 is <br />located on Cow Camp Creek and drains an area of 393 areas. The pond has a <br />permanent pool of 10 acre-feet. This standing water was not included in the <br />original design of the pond. Total dissolved solids concentrations monitored <br />at the Pond 004 outfall are approaching the levels of the spoil spring <br />discharge of approximately 2200 mg/1. In order to provide sufficient <br />treatment of the 6.7 acre-feet of storm runoff entering the pond, additional <br />data was submitted by the operator which demonstrated that a reduction in <br />orifice size to a 6 inch diameter opening was necessary. Peabody Coal Company <br />has committed to installing the 6 inch orifice at the 004 pond principle <br />spillway by June 1, 1987. With this change, the pond is in compliance with <br />the design standards of Rule 4.05.6 and should continue to meet NPDES permit <br />limitations. <br />A second pond, Pond 007, has been constructed in the Fish Creek drainage basin <br />in a tributary referred to as Bond Creek. Pond 007 drains an area of 124 <br />acres of which 75 acres will be disturbed. The pond is designed to provide <br />storage fora 10 year, 24 hour precipitation event of 2.1 acre-feet and will <br />maintain a permanent pool of 7 acre-feet including pit pumpage. A similar <br />pond configuration was used in the design of this pond as the redesign of <br />ponds 003 and 004. The pond design as submitted is in compliance with the <br />requirements of Rule 4.05.6 and is expected to meet NPDES effluent standards. <br />Monitoring <br />Peabody Coal Company has maintained a continuing surface water monitoring <br />program at the Seneca II Mine following collection of baseline data completed <br />in 1980. The program is designed to monitor flow and water quality of four <br />(4) NPDES sites, at stations below these discharge points on receiving <br />streams, and at upstream locations on Little Grassy, Grassy and Fish Creeks. <br />A revised program was included during 1986 to monitor conditions in the Bond <br />Creek drainage prior to mining. <br />NPDES sites are monitored weekly in accordance with the permit requirements. <br />The stream stations are monitored monthly during periods of stream flow and <br />are sampled three (3) times per year for full-suite water quality <br />constituents. Reports are submitted annually to the Division for review. The <br />continuing monitoring program is sufficient to describe water quality and <br />quantity conditions and to assess any impacts from mining to the hydrologic <br />balance. <br />The operation is in compliance with the requirements of this section. <br />VI. Ground Water Hydrology -Rules 2.04.5, 2.04.7, 2.05.3(4), 2.05.6(3) and <br />4.05. <br />Ground water hydrology information can be found in Volume III, Tab 7 of the <br />original permit application, in the Preliminary and Second Permit Renewal <br />Adequacy Responses, and in the Annual Hydrologic Reports submitted by Peabody <br />Coal Company. -12- <br />
