Long. <br />Division Direaur <br />RE: Satisfaction of Stipulation Nos. 7 and 8; Blue Ribbon Mine; <br />File No. C-81-047 <br />Dear Mr. Stover; <br />The mid-term review performed by the Division for the Blue Ribbon <br />Mine, in the fall of 1990 identified two new stipulations. The <br />first (Stipulation 7), was to prepare a request for removal for <br />pond 004 or bring the embankment in compliance with 4.05.6(11)(e) <br />and (h). Because you have widened the embankment to a top width of <br />9-feet and have placed fill material on the top of the embankment <br />so that it is at least one foot above the elevation of the water <br />that would flow in the emergency spillway, you have complied with <br />stipulation 7 as of August 19, 1991. This stipulation is no longer <br />active. <br />Stipulation 8 required Minrec to provide documentation which <br />demonstrates that the Hubbard Creek Alluvial Well has been <br />abandoned. The alluvial well was to be sealed according to Rule <br />4.07.3 (2) and documented according to Rule 4.07.3 (3). Minor <br />Revision ~4, approved on August 14, 1991, changed the design in <br />which the well was to be sealed.
