Permit No. C-018-81
Dear Mr. Gillis:
III IIIIIIIIIIIIIIII
On October 8, 1984, I performed an inspection of the Deserado
Refuse Haul Road.
I am a professional engineer registered in the State of Color-
ado and my experience fulfills the requirements of the Colorado
Surface Coal Mining Reclamation Act.
The purpose of my inspection and certification was to ensure
proper construction of the refuse haul road and to satisfy
the requirements of Rule 4.03.1 (1) (d) of the Colorado Mined
Land Reclamation Board. In completing my certification, I
have conducted an inspection of the haul road area and con-
struction site.
The permanent refuse haul road is stable, showing no evidence
of slope instability. Surface drainage structures are being
adequately maintained and are operating properly. Final grading
has been accomplished and excellent vegetative growth can be
seen on all topsoil piles along the refuse haul road.
To the best of my knowledge, based upon my professional expertise,
the refuse haul road at the Deserado Mine was constructed in
compliance with the approved plan as presented on Maps 56, 58,
61, 63, 65, 66, and 67 found in Section IV.D.2 (pages IV-34
to iV-40) of the Deserado Mine permit document.
Deserado Mine
P.O.
