Permit No. C-018-81 <br />Dear Mr. Gillis: <br />III IIIIIIIIIIIIIIII <br />On October 8, 1984, I performed an inspection of the Deserado <br />Refuse Haul Road. <br />I am a professional engineer registered in the State of Color- <br />ado and my experience fulfills the requirements of the Colorado <br />Surface Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure <br />proper construction of the refuse haul road and to satisfy <br />the requirements of Rule 4.03.1 (1) (d) of the Colorado Mined <br />Land Reclamation Board. In completing my certification, I <br />have conducted an inspection of the haul road area and con- <br />struction site. <br />The permanent refuse haul road is stable, showing no evidence <br />of slope instability. Surface drainage structures are being <br />adequately maintained and are operating properly. Final grading <br />has been accomplished and excellent vegetative growth can be <br />seen on all topsoil piles along the refuse haul road. <br />To the best of my knowledge, based upon my professional expertise, <br />the refuse haul road at the Deserado Mine was constructed in <br />compliance with the approved plan as presented on Maps 56, 58, <br />61, 63, 65, 66, and 67 found in Section IV.D.2 (pages IV-34 <br />to iV-40) of the Deserado Mine permit document. <br />Deserado Mine <br />P.O.
