DEPARTMENT OF THE ARMY PERMIT DECISION DOCi3MENT Executive Summary Project: Green and Croissant Aggegate Mining Project Corps File No: 200180205 Applicant: Loveland Ready Mix Concrete, Inc. c/o Mr. George Fancher, V.P. Viola C. Croissant /Leon H. Croissant Family Trust, Landowner Location:, Weld County, Colorado Waterway: Wetlands tributary to the Big Thompson River Loveland Ready Mix Concrete, Inc, is proposing to perform aggegate mining acfivities on the Green and Croissant property (Viola C. Croissant !Leon H. Croissant Family Trust, Landowner) that will extract alluvial sand and gavels from the primary alluvial tttraces above the Big Thompson River. The project is located southeast of Loveland, south and east of the juncfion of Weld County Roads 13 and 54 in the North 1!2 of Section 30, Township 5 North, Range 67 West, Weld County, Colorado. Mining of the alluvial aggegate will entail development of four discrete mining cells, generally progressing from west to east across the project site. The mining sequence is initiated with removal and stockpiling of topsoil materials. Where topsoil materials originate from wetland locations with desirable plant propagules, they will be stockpiled separately and used in wetland mitigation. The aggegate mining project is located adjacent to the Big Thompson River. No aspect of the project will include fill, discharge, or excavation of any portion of the river channel or banks. Wetlands to be disturbed within the project aze located within mining cells 3 and 4, the last azeas to be mined between 2009 and 2024. The Corps of Engineers Denver Regulatory Office's compensatory mitigation policy for long-term projects applies. A total of 6.54 acres of wetlands (jurisdictional and non jurisdictional) will be impacted as a result of mining operations. Impacts include 5.44 acre of oxbow wetlands and 1.10 acre of isolated oxbow and tailwater wetlands. This amount of disturbance represents the geatest acreage of wetland avoidance economically feasible for the project. As mitigation for disturbance of the oxbow channel wetlands, the applicant will create 3.50 acres of relocated oxbow channel wetlands on the project site, and 3.55 acres of wet meadow wetlands on the project site, totaling 7.05 acre of newly created wetlands. The estimated life of this project is 21 years (2003-2024), and will be mined in four phases. The table below shows anticipated mine phases, wetland impacts, wetland mitigation required and associated dates.
