minimal and for rural/residential/ or agricultural use. <br />WATER AND SEWER AVAILABILITY: While portions ofthe parcel are located close to central <br />water and sewer on the South end of the property near County Road 252, the azea for the proposed <br />lake will not need water or sewer facilities for this particular use. <br />VISUAL IMPACT. Initially and temporarily, there will possibly be some visual impact from <br />adjacent property on the East that borders along County Road 250 as well as from the South. There <br />are trees along the easterly side of the Animas River and the existing trees and proposed berm will <br />buffer the visibility of most of the excavation from people living to the West of the proposed lake. <br />Likewise, the property to the immediate North is within the designated Industrial Zone and is out of <br />view of any residential neighbors. While neighbors to the East or the passing public may see the <br />initial excavation, afrer the initial excavation commences, most ofthe excavation of the lake will not <br />be visible because it will be below grade level. During the construction ofthe lake, the visual impact <br />should be positive as the owners will continue to grow a hay crop on the property that will eventually <br />be developed into the lake. After the lake is completed, the visual impact will be aesthetically <br />pleasing as shown on the enclosed renderings. <br />WILDLIFE IMPACT: Construction of this lake should have a positive impact upon the wildlife <br />within the River Corridor. Not only will it be an attraction for elk, deer and other lazge and small <br />wildlife, it should also provide habitat for bird population. Ducks Unlimited has expressed an <br />interest in supporting the construction of this lake as a water fowl habitat. <br />NEIGHBORHOOD CHARACTER: The neighborhood chazacter would change a portion of the <br />property from pasture to a lake. However, the contemplated use would not change the chazacter of <br />the neighborhood as the remaining portion of the property is zoned as either industrial or agricultural. <br />There would be no loss of wetlands. Rather, it would create an increase in wetlands. While some <br />or all of the property may be in the flood plain, it is anticipated that there would be no detrimental <br />effect to the Flood Plain Management Regulations of La Plata County. <br />CONFIRMATION OF GOALS. OBJECTIVE AND VISION OF DISTRICT PLAN: Under the <br />present La Plata County Land Use Code, it is necessary to request a map amendment to an industrial <br />zone in order to excavate ground material for the lake. This map amendment will, however, serve <br />a dual purpose. One, to allow the mining of a needed natural resource of sand and gravel. Two, to <br />create a lake to enhance the Animas River corridor. The construction of this lake is in conformity <br />with the River Corridor District in that it proposes the construction of a lake which will have the <br />benefit of ultimately enhancing the River Corridor as a whole. It will protect the river bank of the <br />Animas River and act as a possible buffer to any flooding that may occur along the river. <br />Construction of the lake will benefit the Wildlife Corridor for the elk and deer as well as smaller <br />animals including water fowl and other migrating birds. In short, there should be no adverse affects <br />to public health, safety or welfare. The lake will constitute a preservation for riparian habitat and <br />wildlife. <br />
