Enclosed herein is a copy of <br />the Lopez letter, as well as a memo from Ralph Lopez to <br />Larry Bennett dated May 9, 1994. <br />I respectfully suggest that the April 5, 1994, letter <br />and May 9, 1994, memo indicate that Basin was less than <br />truthful when responding to Millie Turner. <br />In Ms. Turner's March 25, 1994, letter to Ron Thompson, <br />she refers to a conversation she had with Mr. Lopez <br />regarding fugitive coal dust emissions. Mr. Lopez <br />apparently made the representation that Mr. Ossola the Las <br />Animas County Planner observed the haul trucks on March 24, <br />1994, and saw no fugitive emissions. Enclosed is a copy of <br />Mr. Ossola's August 18, 1994 letter to this office. <br />Obviously Basin is not being truthful. <br />On October 19, 1994, I wrote Ms. Turner and addressed <br />my continuing concerns regarding the pollution issue and <br />Basins dishonesty and evasion of the facts. To date I have <br />not received a response. <br />
