G~1ND ~IALLEY COAL COMPANY
P. o. sox 70
Loma, Colorado 815240070
(303)858-3608
December 18, 1992
Mr. Roy Doyle
Colorado Department of Health
APEN Update Project
4300 Cherry Creek Dr. South
Denver, CO 80222-1530
Re: APBN Updates
13 MB 257-1 & 13 GA 257-2 & 3
Dear Mr Doyle:
III IIIlilllliiii III
999
RFC~~~~
pEC2 ~~
11992
MpyF ~/L/~rp~
Racs$ u~oF~W
Enclosed are the APEN update forms for the permits shown above. As
you will note from the forms and the attached letter to Mr. Jim
Geier of your office, this process has been complicated because the
mining project has been sold. Salt Creek Mining Company, the
previous owner, has sold all of its assets to Grand Valley Coal
Company, a Colorado corporation. Grand Valley Coal Company (GVC)
will be the new operator of the mines and will comply with the terms
and conditions of the permits. There are no plans formulated to
change the permitted activities. If new operational plans are
developed, GVC will revise the existing permit to reflect the impact
of the changes.
During the last month, I have been in contact with Mr. Geier
regarding coordination of the transfer and update. Mr. Geier
suggested that revised APEN's for the transfer be sent directly to
him. P, new APEN for an additional emission source, the mine
ventilation system, is also being submitted to Mr. Geier along with
the required fee. The update forms with corrections are being
submitted to you with Check Number 1043 in the amount of 5225.00 for
the fee.
Through numerous discussions with Mr. Mike Jensen of CDOH it has
become apparent that the structure of the existing permits will not
readily fit into the format of the update form. These discussions
have also revealed that there is data contained on the State
generated forms that does not agree with the data on previous APEN's
and permit applications. Given the number and possible complexity
of the corrections and issues identified on the enclosed APEN Update
Comment Sheets, GVCC expects to be contacted by CDOH to refine both
the specifics of the permits and the method of addressing the
legislated APEN update process.
