This <br />submission must be included in the permit application document. <br />Within 90 days of permit issuance, a copy of the Iysimeter study must be sent <br />to the Division to provide quantitative data on flow rates and water quality <br />of the spoil Ieachate. If the report is unavailable, Seneca Coals, Ltd. must <br />submit a summary of the completed results. <br />(0 Yl ~ Seneca Coals, Ltd. must submit to the Division within 60 days a calculation of <br />pollutant time travel based on aquifer characteristics determined from pump <br />test data. This analysis should also include projected pollutant time travel, <br />based on data from reclaimed spoils, for the Fish Creek Basin on the East side <br />of the Tow Creek Anticline. <br />G.~ '9. Within 60 days after permit issuance, the operator must submit a plan for re- <br /> claiming the mine-related disturbances in the Grassy Creek alluvium. This <br /> plan must demonstrate that the essential hydrologic functions (irrigation <br /> and subirrigation) will be restored. The plan should discuss alluvial material <br /> characteristics, amounts, and placement; topsoil replacement; reseeding; <br /> and proposed land use. <br />~ ~ 10. Prior to any disturbance by Seneca Coals, Ltd. within the Fish Creek drainage <br /> basin, a written determination in accordance with 2.O7.6(2)(k) and 2.O7.6(2)(m) <br /> must be made by the Division.
