Lung <br />~~(151nrL JlreClnr <br />The Division received a copy of Energy Fuel's Quarterly Inspection <br />Report for the Extended Coal Processing Waste Bank for the first <br />quarter 1995. Upon review of the inspection report the Division <br />notes that the engineer specifically recommended blending of the <br />upslope edge of the Reno Mattresses in Clean Water Diversion Ditch <br />No. 2 into the hill slope. This recommendation was discussed itt <br />the Division's May 9, 1995 inspection report as well. <br />The Division has discussed this concern with you in telephone <br />conversations as well. Failure to blend the upslope edge of the <br />Reno mattress structure into the hill slope has the potential to <br />concentrate water in this upslope trough where the mattress and <br />hill slope adjoin. The engineer, Mr. John Bacich, and the Division <br />are concerned that water collecting at this upslope location may <br />potentially lead to channelling and undercutting of the mattresses. <br />Energy Fuels has installed straw bales perpendicular to the Reno <br />mattress in several locations. Our understanding of the engineer's <br />report indicates the need to blend in the entire extent of the <br />upslope side with the hill slope. In addition, as noted in the <br />Division's June 13, 1995 inspection, cattle are tracking along this <br />upslope area which may accelerate the undercutting potential. <br />This maintenance work needs to be conducted by the end of July to <br />assure the continued function of the Reno mattress structures. <br />Please contact me if you have additional questions. <br />Sincerely, <br />H . ~ sV %L/N V„~ <br />nment Protection Specialist <br />\C82055\renomaint <br />
