The <br />federal decisions to be made involve the Forest Service consent to the SLM leasing the lands for coal <br />development and the BLM approval for issuance of the coal lease tract. This EA discusses the purpose <br />and need for coal leasing, describes alternatives that were developed, identifies potential impacts of <br />implementing each alternative, and suggests mitigation measures to be carried forward as stipulations on <br />the federal coal lease. There are two action alternatives considered in this EA; these alternatives are <br />Alternative 1 -Proposed Action and Alternative 2 - No Action Alternative. <br />Civil Rights Statement: The United States Department of Agriculture (USDA) prohibits discrimination in <br />all its programs on the basis of race, color, national origin, gender, religion, age, disability, political beliefs, <br />sexual orientation, and marital or family status.
