TR-28, <br />THE GOLDEN EAGLE MINE, BASIN RESOURCES, INC., PERMIT NO. C-81-013. <br />RATON WEST-EALDWIN, LTD. <br />Petitioner <br />This matter comes before the Board pursuant to a request by Raton West-Baldwin Ltd. (Raton <br />West) for a formal public hearing concerning Technical Revision No. TR-28 to the Golden Eagle Mine <br />permit, Permit No. C-81-013. The Board hereby upholds the Division's proposed decision to approve, <br />with one stipulation, Technical Revision No. TR-28. <br />EVIDENCE AND TESTIMONY <br />1. The Division presented evidence and/or testimony that: <br />a. On May 13, 1993, Basin Resources, Inc. (Basin) submitted a technical revision to Permit <br />No. C-81-013 for the Golden Eagle Mine to allow the drilling of ten exploration drill holes <br />and the constructing or improving of roads to provide access to the drill sites. <br />b. On June 17, 1993, Technical Revision No. TR-28 was called complete by the Division; the <br />subsequent Public Notice was published on June 30, 1993. <br />c. On July I5, 1993, the Division received a request from the Colorado Historical Society for <br />an archaeological field survey of the proposed distu~ed areas. <br />d. Following [he required adequacy review, the Division, on February 25, 1994, proposed to <br />approve with one stipulation TR-28. The stipulation required that an archaeological field <br />survey be performed on the proposed disturbed areas, and that the survey be approved by <br />the Colorado Historical Society and the Division before work could begin. The subsequent <br />Public Notice was published on March 9, 1994. <br />
