The e:isting
monitoring well ui11 be adequate for these purposes once the following
items are satisfied.
A. The top of the uell must be sealed to prevent surface water and
other debris from entering the well casing.
B. Monitoring should only occur on Ffonday mornings, after the well has
set idle for an entire weekend. National King Coal Inc. must moni-
tor for the following water quality parameters:
pH
Conductivity
Temperature
Total Dissolved Solids
Calcium
tfagnesium
Sulfate
Iron
Manganese
C. Tile results of this water level and water quality monitoring shall
be submitted to the regulatory authority on a quarterly basis.
2. National Icing Coal Inc. must prepare a mass balance plan to clarify the
indicated sources of material to be used to backfill and regrade the sur-
face facilities area. Such plan shall include an amended description of
material sources and techniques of material placement to be utilized.
Volume calculations shall be completed detailing the volume of fill re-
quired and the volume of material to be obtained from each source, such
as salvage of existing benches, deposition of underground development
waste and roof fall, deposition of sediment from sediment ponds and the
disposal of demolished surface facility debris. This mass balance e:tpla-
nation shall be submitted to the regulatory authority within 60 days fol-
lowing the issuance of the approved permit.
Further, tational King Coal Inc. must prepare an appropriate geotechnical
and stability analysis of the proposed backfilled configurations for the
portal bench areas at the :Cing Coal `tine. These analyses shall utilize
accepted slope stability mathematical analysis techniques, material
strength determinations and appropriately detailed geotechnical knowledge
of the site, in order to complete tl~e required stability demonstration.
A report of this required stability analysis and the appropriate geotec?i-
nical investigations or ether information acceptable to the regulatory
authority dem~~nstrating stability, shall be submitted to the regulatory
authority for approval within 120 days following issuance of the approved
permit.
